Abroad
Contact the immigration emissary (shaliach aliya) of the
Jewish Agency, the student emissary nearest your home, or counselors at special events organized by the Student Authority and the Jewish Agency. The services offered by the emissaries are:

information on educational institutions in Israel and registration procedures

Initial registration arrangements for study programs in Israel (excluding the former Soviet Union, where pre-registration is not yet available.)
The Aliya Shaliach connects between students abroad and the Student Authority in Israel.

The
Student Authority nearest your home offers the following services:

Counseling on educational institutions and study programs

Checking eligibility for Administration assistance
Required Documents: 
Immigration certificate (teudat oleh)

Matriculation certificate/high school graduation diploma or documents

Authorization of acceptance to an institution of higher education in Israel

Authorization of army deferment for immigrants in Israel over a year. Returning minors require an authorization of enlistment.
Take Note!
All documents must be translated into Hebrew or English and notarized. Each document should be photocopied several times. Copies also must be notarized.
Remember!
Do not give away original documents! If you have to mail or attach documents, use the notarized copies.
Your eligibility for assistance will be determined by the
Student Authority if the institution you wish to learn at is recognized by the Administration.
For your information - Registration to institutions of education, preparatory courses, Psychometric Entrance Exam or other exams involves payment.
Is it possible to register even if one does fulfill all
the requirements?
An immigrant who does not fulfill the requirements of the Student Authority may contact the head of the regional department of irregular cases at the Administration.
Requests from abroad and those involving pre-registration can be made in writing via the heads of student affairs (in different languages) at the state-wide department for higher education (see
address below).
