Who is eligible for Student Authority assistance?

A. Students who have either 1) graduated from a high school abroad and intend to enroll in undergraduate level studies in Israel, or 2) hold a Bachelor's degree from an accredited institution of higher education abroad and plan to pursue graduate level studies in Israel, and who meet the following requirements:

1. Have one of the following four types of citizenship status in Israel:
 Immigrant (oleh)
 Immigrant minor (ole katin)
 Returning minor (katin chozer)
 Child of immigrants (ben olim)
 Citizen born abroad (ezrach oleh)

2. Have been accepted as regular students at institutions of higher education that are recognized by official bodies such as the Council for Higher Education, the Ministries of Education, Health, and Labor, and the State Institute for Technological Training - See List of Educational Institutions Recognized by State Authorities.

3. Hold a matriculation certificate, or high school diploma, which is accepted by institutions of higher education in their country of origin.

4. Have enrolled at an Israeli institution of higher education within 36 months of the date of aliyah, and will complete their studies within 7.5 years.

5. Meet the Student Authority's age criteria:
 Candidates for the pre-academic mechina (preparatory course) must be under the age of 23 commencing studies (meaning must begin studies before 23rd birthday). 
 Candidates for Bachelor's degree studies or certificate studies must be under the age of 27 upon commencing studies. Certificate studies include programs leading to the Senior Qualified Teacher's Certificate and to certification for nurses and paramedical professionals. 
 Candidates for technical engineering studies must be under the age of 28 upon commencing studies . 
 Candidates for Master's degree studies or certification studies for holders of undergraduate degrees must be under the age of 30 upon commencing studies . 


B. Students who graduated from Israeli high schools are eligible for Student Authority assistance according to the following conditions:
 Students who arrived in Israel after March 1st, and who enrolled in the 11th grade (kita yud-alef) in September of the same year, are eligible for 2 years of tuition assistance. 
 Students who arrived in Israel after March 1st, and who enrolled in the 12th grade (kita yud-bet) in September of the same year, are eligible for 3 years of tuition assistance. 

Graduates of special high school programs such as "foreign language matriculation" or the "Na'aleh Program," who studied for up to 3 years in Israel at the high school level, are eligible for 2 years of Student Authority assistance.
The period of eligibility for Student Authority assistance is 7.5 years from the date of aliyah (immigration).

Note that the period of eligibility for Student Authority assistance may be extended for those serving in the Israel Defense Forces during the period of mandatory military service (sheirut sadir).


Eligibility for Immigrant Students Who Lived in Israel
as Tourists Prior to Aliyah

 

 Students who lived in Israel with the status of tourist for a continuous or cumulative period, and changed their status to oleh, may be eligible for Student Authority assistance based on the following conditions:
 Students who lived in Israel as tourists for up to 3 years are eligible for 3 years of Student Authority assistance. 
 Students who lived in Israel as tourists for between 3 to 5 years are eligible for 1 year of assistance only, on condition that the assistance is utilized within 36 months from the date of receipt of oleh status. 
 Students who lived in Israel as tourists for over 5 years are not eligible for Student Authority assistance.   

Note that when calculating the period of time spent in Israel as a tourist prior to aliyah, the Student Authority will verify both continuous and cumulative periods you spent in the country during a 7 year period prior to your change of status.
