Overview

The State of Israel views aliyah as a central component of our national strength.
 
The Ministry of Immigrant Absorption has taken upon itself, in accordance with government policies, to implement programs designed to encourage aliyah.
 
Such programs help to encourage economic and social growth and development, and are primarily aimed at young people, students, and young families who wish to establish their professional and social status in Israel.
Within the framework of this policy, the Ministry of Immigrant Absorption, through the auspices of the Center for Absorption in Science, assists in the cost of scholarships for research students (doctorates).
The scholarships are given to new immigrants who have been accepted as research students through one of the universities.


Conditions of Eligibility

Candidates must be new immigrants who have been in Israel for up to two years from their date of aliyah, and who a recognized university  in Israel is willing to accept for doctoral studies. The age of a candidate accepted into the program must not exceed 37.
 
A candidate for doctoral studies is usually required to take supplementary studies prior to acceptance to a research study track.

Therefore, a candidate can receive assistance in one of two tracks:
 Pre-doctoral track; first year as a researcher in a research team, and the next two years on a doctorate scholarship.
 Doctorate track; three-year scholarship as a research student.
The pre-doctoral track allows new immigrants to find an academic research advisor during their first year, and to take any necessary supplementary courses and the G.R.E. exam, in addition to working as an immigrant scientist with a master's degree.

Assistance

As stated above, scholarships are given for three years: the first year as a pre-doctoral candidate and two years as a doctoral student, or three years as a doctoral student.
Ministry of Immigrant Absorption participation in some of the overall cost of the  employment / training scholarships is provided directly to the university in which the student is registered, as follows:

Scholarships are intended to cover tuition costs and daily expenses.
In both options, during their first year, an additional NIS 5,500 to cover research expenses will be approved.

The assistance will be paid on the basis of an individual agreement between the university and the Ministry of Immigrant Absorption in accordance with regulations of the Center for Absorption in Science.

Recipients of scholarships will be required to participate in community welfare programs organized by the Ministry according to areas of professional expertise.


Registration and Acceptance

Registration for doctoral studies unlike the general registration is through the "Research Students Authority" or the "Advanced Studies Authority" in the universities, and takes place throughout the year.

In order to register, candidates must submit authorization of their bachelor's and master's degrees, together with copies of their course transcripts and grades.
The documents will be evaluated by the university.

For the evaluation, submitted documents must be translated into either Hebrew or English and authorized by a notary.
If documents are in English, the original should be submitted together with a photocopy.
The original will be returned following authorization.

Note: It is recommended to keep photocopies of original documents that are submitted.

Your first and last names should appear on every document.
New immigrants should include their identity card number.

A prerequisite for acceptance to doctoral studies is to find a certified research advisor who is a faculty member in the appropriate discipline or department.

When applying to the "Research Students Authority" it is necessary supply a letter of agreement from the intended advisor.

Candidates who are still overseas are urged even prior to aliyah to find a faculty member via the Internet who will be willing to serve as a their research advisor.

A candidate for aliyah who receives authorization from the Jewish Agency can receive assistance from the Center for Absorption in Science.
 
The Center can provide advice on universities that have appropriate departments or faculties for academic training, and can help, based on the CV and candidate's request,  locate research advisors.

The Center provides assistance according to three areas: exact sciences and technology, life and medical sciences or social sciences and humanities. See addresses below.


Receiving a Scholarship

Following acceptance to a university, students must apply to the university office responsible for providing scholarships to research students, generally the Academic Secretary.

The relevant office will review the application and should it approve, will apply to the Center for Absorption in Science in order to obtain Ministry of Immigrant Absorption participation in funding the scholarship costs.


Aliyah Arrangements and Ulpan

Ministry of Immigrant Absorption assistance will only be given to candidates recognized as immigrants or returning residents.

Immigrants entitled to an absorption basket for the first six months since their aliyah are not entitled in this period to a scholarship. The period of absorption basket payments should be used to study Hebrew in an ulpan.

There are designated ulpans for young academicians in the Jewish Agency's absorption centers, e.g. Etzion Ulpan in Jerusalem and Kfar Saba ulpan. For additional information, you can check with Jewish Agency emissaries.

Ulpans for the general population take place throughout the year across Israel. Information can be obtained through the Ministry of Immigrant Absorption office nearest to your home.
