Immigrant Minors and Immigrant Citizens

Who is an immigrant minor?
 
An Immigrant Minor is an immigrant who emigrated from Israel with his parents before the age of 14 and who returned to Israel to live on a permanent basis from the age of 17.


Criteria to Receive Assistance as an 'Immigrant Minor":

aPeriod of stay overseas: resided overseas for at least 4 consecutive years.

b. Stay in Israel that does not affect eligibility
 Visits for a period of less than four months a year are not considered a return to Israel.
 Anyone serving in the IDF in regular service or in National Service –  a stay in Israel for a total of 4 months before or after the service will not be considered a return to Israel.
 School year: a stay in Israel of one academic year in a recognized institution, or in a Jewish Agency program, youth movement program and pre-military program. An academic year will be added to the 4 years of stay abroad, subject to the total period of residence abroad before and after this period of studies is at least 48 months.

c. Type of Citizenship: returned to Israel as an Israeli citizen. During his return, would have been eligible for an immigrant visa in accordance with the Law of Return – 1950 had he not been an Israeli citizen.

d. IDF Service: the immigrant minor must return and recruit with the IDF and bring any and all authorization, or provide an exemption from recruitment.
Exempt from providing recruitment authorization / exemption:
Women over the age of 25, married women or mothers, men over the age of 50.

e. Parents occupation overseas: parents were not employed overseas by any of the organizations listed below and did not represent any Israeli organization overseas for the 5 years preceding the return to Israel.
The organizations are:
  The State of Israel
 Any of the Israeli authorities, including government companies
 The World Zionist Organization or any of its authorities
 The Jewish Agency
 The Jewish National Fund
 Keren Hayesod
 The United Jewish Appeal
 The Bonds
 Private or public Israeli employer, including organizations registered outside of Israel and that meet one or more of the following conditions:
1. Control of the business and management are operated in Israel
2. Its corporate name was first registered in Israel
3. The company name is identical (or identical in principle) to the name of the company where the parent worked in Israel.

Required Documents:
 Authorization of recruitment to the draft bureau or confirmation of exemption from IDF service or deferment of service.
  Updated Identification Certificate
  Passport that lists the date of leaving Israel before the age of 14.
  Passports or alternative documents that prove continuous residence abroad (certification of studies, yearly report cards from educational institutions, other than diplomas, official income tax authorizations or National Insurance overseas).
  Passports that list the date of the parents departure (or alternative documents)
  Two passport photos
  Confirmation of studies indicating residence of up to one year in Israel (to people who studied in Israel).

Customs: information pertaining to exemption from taxes can be received only at certified customs bureaus and only information provided by said bureaus should be addressed.

Health Insurance: information about health insurance can be received in National Insurance Institute offices that are nearest to your place of residence.


Obtaining Information and Assistance

Abroad: information and assistance regarding a return to Israel can be obtained at "immigration centers" of the Jewish Agency from certified representatives. Final determination of status is made in Israel, by the Ministry of Immigrant Absorption and the Customs bureaus.

In Israel: information and instructions from the Ministry of Immigrant Absorption branches and bureaus. Regarding Customs – only in the Customs bureau.

Note:
Immigrant minors receive assistance as an immigrant from the Ministry of Immigrant Absorption only.

Regarding customs rules and other ministries, please contact said ministries and bureaus directly.

Who is an Immigrant Citizen?
 
An immigrant citizen is a person who was born abroad to an Israeli citizen, and would be eligible to immigrate to Israel under the Law of Return if they did not already hold Israeli citizenship.

Stay in Israel that does not affect eligibility:
 Visits for periods of less than 4 months in one calendar year.
 Stay that ended 7 or more years prior to the date status was received.
 Stay of up to 3 consecutive or cumulative years over the 7 years prior to the date status was received.
 Stay in Israel as a diplomat of another country will not be counted if no ID was issued.
 Anyone who stayed in Israel without his parents within the framework of Institute for Foreign Emissaries of the Department of Education in the Jewish Agency or who served overseas or in the yeshiva program.
 Anyone who served in the MASA program.
  Anyone who served in the IDF regular service or National Service.
  Stay in Israel prior to recruitment of up to 4 months and after recruitment, up to two months.

Period of eligibility: from the time of receipt of an Israeli Identity Certificate
Assistance: Assistance is the same as that for a new immigrant.

Required documents:
 Passports or alternate documents that indicate length of visits in Israel.
 Updated Identification Certificate
 Two passport photos

Customs: information pertaining to exemption from taxes can be received only at certified customs bureaus and only information provided by said bureaus should be addressed.
Health Insurance: information about health insurance can be received in National Insurance Institute offices that are nearest to your place of residence. 


Obtaining information and assistance

information and assistance for aliyah to Israel can be obtained  abroad at Immigration Centers and Department of the Jewish Agency and from authorized immigration emissaries  but final approval of status will be obtained in Israel from the bureaus of the Ministry of Immigrant Absorption and Customs Tax offices.

NOTE!
An immigrant citizen receives immigrant assistance only from the Ministry of Immigrant Absorption. You should directly contact the Customs Tax office and other ministries to clarify their requirements.
