Strengthening Studies in the Educational System

The Ministries of Immigrant Absorption and Education view the reintegration of students into the educational system following an extended absence, as well assisting children born overseas to Israeli citizens, as one of the most essential elements of the entire family’s successful return home to Israel. 

The Ministries have worked together to formulate a number of activities designed to fortify students reentering the Israeli educational system.

These include the following:

 According to “Guidelines, Procedures and Recommendations” published by the Department of Immigrant Absorption of the Pedagogical Administration of the Ministry of Education, which outlines details of assistance to immigrant students and returning residents within the educational system, school principals will be instructed to act according to the standards determined to achieve optimum levels of absorption of immigrant and returning resident students.

 Returning residents can be entitled to the following benefits during the 2008/9 academic year, in accordance with budgetary limitations:
A student that is already studying within the Israeli educational system can receive extra help within the framework of their school (either individually or as part of a small group with other returning residents or new immigrants) for at least one hour per week.
A student that has not yet begun studies can receive extra help for at least two hours per week.
A student that was born overseas to returning-resident parents can receive extra help for at least five hours per week.

 In addition, during this academic year, those schools that participate in the “New Horizons” program will be requested to offer additional assistance to students in the above categories within the framework of the individual hours granted to the schools that participate in this reform plan.


 According to Ministry of Education guidelines, returning-resident and immigrant-citizen students are entitled to the status of “new immigrant” for the purpose of concessions on the matriculation exams, in keeping with criteria published in the “Director General’s Circular” (1/4/2007).
