Artists and Athletes – Immigrants and Returning Residents

Artists

The Ministry of Immigrant Absorption provides assistance to artists who are new immigrants and returning residents who were recognized by a committee of experts managed by the Employment Division.

Employment counselors in the bureau are entitled to refer immigrants to one of the professional committees.

The professional committee is authorized to recognize an immigrant / returning resident as an artist by issuing a grade: "Good", "Excellent" "Distinguished". Should the artist be employed in a leading institution, he will be recognized as 'Distinguished' without the need for a practical committee.

After being recognized as an artist, the immigrant / returning resident will receive a one-time grant to help with initial purchase of equipment. Artist in the plastic arts and dance are entitled to receive studio salary.

To the referral to obtain recognition as an artist, please attach photocopies of the following documents:

 Foreign work document
 Curriculum vitae
 Educational documents
 Recommendations

Gifted children between the ages of 10-18 are entitled to approach the appeals committee in the Ministry to receive assistance if they are recognized as 'gifted'.

The Ministry of Immigrant Absorption, in conjunction with the Ministry of Science, Culture and Sport, operates the Center for the Absorption of Immigrant Artists in order to expose them to the Israeli job market, thereby enabling their integration into employment in their field of art.

Organizations and associations interested in receiving financial assistance are entitled to approach the center to receive financial assistance for artistic projects that involves long-term employment of immigrant artists or exposing the general public to their field of art.

The center manages two professional committees that discuss projects submitted by various organizations:
1. The Committee of Four – the committee that discusses applications for assistance for organizations interested in aiding artistic projects that involves long-term employment and/or exposure of immigrant artists.

2. The Committee for Excelling Artists – the committee discusses provision of assistance to immigrant artists who were recognized by external expert consultants who participate in professional committees in the Ministry of Immigrant Absorption as excelling or distinguished artists.

Immigrants recognized by the Center as excelling or distinguished artists will be entitled to an additional one-time scholarship in accordance with Ministry regulations.

Period of Eligibility:
For all immigrants – up to 10 years from the date of aliyah
For Ethiopian immigrants – up to 15 years in Israel.
For returning residents – up to 24 months from the date of return to Israel.


Athletes

Immigrants and returning residents who are recognized as athletes by the Sports Authority in the Ministry of Science, Culture and Sport will be entitled to receive a one-time grant to purchase sports equipment or professional uniforms as well as assistance in absorption in employment in accordance with Ministry regulations.

Period of Eligibility:
 For all immigrants – up to 10 years from the date of aliyah
 For Ethiopian immigrants – up to 15 years in Israel.
 For returning residents – up to 24 months from the date of return to Israel.
