Due to budgetary restrictions, assistance in the form of vouchers is currently frozen, until further notice.
Purpose of assistance
The purpose of assistance through vouchers is to facilitate employment absorption processes for new immigrants/returning citizens and expand the range of choices available to eligible candidates for placement in the job market and to allow them to maximize their skills based on their education, experience and abilities.
Target population for assistance in the vouchers project
The unemployed
Those needing refresher courses and seminars in order to advance in their jobs (with a written recommendation from their employer).
Eligibility
Eligibility for assistance is individual and is contingent upon the following:
a. Budgetary consideration at any given time.
b. Prior approval of the assistance on the basis of a personal employment plan.
Immigrants meeting the criteria below may be eligible for assistance:
An immigrant / immigrant citizen / returning minor / child of an immigrant who, on the date of receiving said status, was 15 years old.
Period of eligibility of 10 years from the date of receiving new immigrant status; with mastery of level 'aleph' Hebrew in an Ulpan
Immigrant from Ethiopia – 15 years from the date of receiving new immigrant status or new immigrant eligibility
Returning citizen during the period of eligibility (up to two years from date of return to Israel); except for professions requiring an Israeli license
Extended eligibility – only if the person is within the first 10 years of employment
Age of employment – according to the retirement age table appearing in procedure 6.113, sub section 5.1.3
Terms for receiving assistance
Applying in person to an absorption counselor at the local bureau
Creation of an individual employment plan
High likelihood of being employed once training is completed
No commitment or payment is made to any institution prior to receiving approval
